Crop tool (C) can be used to reduce and increase the size of the photo.
The photo we need can be used to resize the passport. They can benefit from everything.
Preferences(Ctrl+K):
1). Tools - Over scroll and Zoom with Scroll Wheel
2). Preferences - History States - 1000
3). Units & Rulers - Print Resolution : 300 Pixels/Inch and Screen Resolution : 72 Pixels/Inch
